1 Objectives and content
The project will set up a network of individuals involved in language testing and assessment throughout Europe, the creation of a professional association and the possibility of developing professional certification in language assessment.
The main objectives of the project are to share expertise and professional experience on language testing and assessment, to increase public understanding of language testing and assessment and to promote language testing and assessment as a discipline throughout Europe. Furthermore, the network seeks to provide training in language testing and assessment and to establish links with groups that have expertise in the area.
The main activities of the project are to conduct a needs analysis, set up an association and recruit members, hold two conferences during the project period, publish associated proceedings, explore the best means of developing training events and to pilot a model for training.
Arrangements for disseminating good quality results are based in publications, conferences and by the Webpage.

Project No° 3418 : eEuro Inclusion: Developing a Pan-European network of Language Resource Centres for LWULT languages (LWULT-LRCs)

1 Objectives and Content
This proposal aims to create an electronic infrastructure for a pan-European network of Learning Resource Centres involved in LWULT languages, in order to disseminate information about these centres and facilitate contacts among them. A pan-European network and association is also proposed to share best practice, expertise and experience.
The proposed activities are:
• to create a portal with on-line databases and develop links among LWULT LRCs
• to open, administer and run the on-line project forum
• to organise a pan-European conference of the LWULT LRCs network
• to promote the setting up of an association
The geographical area is intended to cover all the European countries

Project No° 3433 : ADUM: Working together to promote regional and minority languages in Europe

1 Objectives and Content
This project is based on the use of ICT and aims to use an electronic communications system to develop a virtual community of people active in the field of minority languages within the EU. They will be able to share and access information about potential EU mainstream funding sources for sustaining Europe’s linguistic and cultural diversity.
The defined target groups are actors and agents working in the field of promoting and safeguarding regional and minority languages (RML).
The whole strategy relies on technological developments. Everything is planned to be done electronically: virtual community, information gathering, meeting partners, and transforming the information into knowledge through discussion areas where information can be shared and ideas developed.
The geographical area of the project is wide and will be extended further as a result of the project.
The project group intends to disseminate the results on the web sites of institutions involved in RML.

Project No° 3945 : ENLU European Network for the Promotion of Language Learning Among All Undergraduates
Name of the applicant institution : European Language Council, ELC, Brussels, Belgium
1 Objectives and Content
The main objective of this project is the creation of a trans-European network of higher education institutions and of other relevant bodies sharing the view that all future graduates in Europe must be able to communicate in at least two languages other than their mother tongue. The network seeks to create conditions to ensure proper provision of language learning among undergraduates of all disciplines.
The main target groups are HEIs, universities, public authorities and student organisations.
The project group wants to gain an overview of the number of undergraduates learning languages, the range of languages being learnt, the policies in place (if any) and existing financial, curricular, pedagogical and organisational models and practices relevant to the generalisation of language learning among undergraduates. Then it wants to develop strategies and scenarios that lend themselves to implementation under various institutional conditions, and in particular work out an action plan to be carried out by the network envisaged.
The project addresses the issue of the generalisation of language learning among undergraduates. By giving an overview of what exists it assesses the necessity of a network and by outlining various possible policies among potentially interested partners, it outlines the possible objectives of such a network. At the same time it contributes to raising awareness of the necessity of generalising language learning among undergraduates.
The principal expected output is the network to be launched at a European conference.

There are 61 partners from higher education institutions in BE, AT, BG, CZ, DE, DK, EE, ES, FI, FR, HU, IE, UK, IT, IS, LV, MT, NL, PL, PT, RO, SE, SK. The partnership will definitely generate a wide and open network.
All countries that figure in the proposal are more or less equally represented through various institutions.

Project No° 3413 : Languages Club to involve parents in the learning of languages

1 Objectives and Content
The European Parents Association (EPA) wants to develop a network of “Language Clubs” based on a model developed during a previous project. The Language Clubs concept will be extended both within the existing partner countries (France, Germany and Spain) and to four new countries (Belgium, Bulgaria, Greece and Italy).
The project will revise the current literature published by the EPA on how to set up and run a Language Club and translate it into the three new languages. The EPA will also extend their activities by holding introductory events in the new countries.
The target groups are pupils who are starting to study a foreign language for the first time, together with their parents, and the language teachers at their schools.

Project No° 3429 : Network of European Language Planning Boards – developing a structure for cooperation

1 Objectives and Content
The project aims to meet the need for a formal network grouping official bodies which promote the use of minority languages. Some co-operation already exists and this project should increase its efficiency.
The Network of the Official European Language Boards aims to develop the Boards’ functions in order to prepare the ground for implementation in each country of the European Commission’s Action Plan on language learning and linguistic diversity.
The project targets professionals who work in the field of language planning directly or indirectly. They will benefit from the experience of working with linguistically diverse communities across Europe.
The main activities of this project are a series of meetings with working groups focused on four priority areas: 1) language transmission in the family; 2) information and communication technology; 3) marketing; 4) immersion education and trilingualism. At the end of the project a conference is to be arranged and internet sites are to be established.
The expected output is a functioning Network of key players in the field of minority language planning. The key players will exchange experiences and expertise in language planning at local, regional and European level.
